To make the dressing, combine the sour cream, mayonnaise, sugar, dill and white vinegar in a small bowl and mix well. Season with salt and freshly ground black pepper. Set aside.
Cook the pasta for 8 to 12 minutes or until al dente, according to package directions. Drain and run under cold water.
Cut cucumber in half lengthwise and remove seeds using a spoon. Cut into thin slices.
Place the pasta in a large bowl, add the onion and cucumber, pour over the dressing and mix well. Set aside for at least 40 minutes before serving.
